I own Labradors, they are very greedy dogs, they will eat until they burst if you let them. This does not mean that they are unable to learn too slow down when eating their food. Greed is one reason a dog will rush his food.
Puppies in a litter are often fed together, they are left to fight over the food, eating fast is a prerequisite to survival in the litter. Back when dogs were wolves in the wild; eating fast was the only way to guarantee you would eat that day, so again learned behavior.
If a dog is in your home and recognises you are the alpha male, the dominant one; he will often eat to fast for fear of you removing his food, the good news is that as these are all learned canine behaviors they can be undone with the help of a slow down dog food bowl.

Like humans dogs take nutrition from food. A dog that is eating his food to fast is at risk of nutrition deprivation. In order to get the most from dog food he needs to be able too digest the food, swallowing food without chewing makes this much more difficult.
Fast eating dogs also run the risk of developing Gastric Dilation/Volvulus or Bloat as it is more commonly known, this is a very serious condition and can be fatal.
Bloat is a condition that is characterised by air in the wrong part of the stomach causing it to distend. This can mean the dogs stomach twists causing the dog to go into shock and can lead to death.
